Report of the International Narcotics Control Board (INCB) for 2022
The INCB annual report, prepared in accordance with the international drug control treaties, examines the global drug control situation, and makes recommendations to governments and regional and international organisations.
The thematic chapter of the INCB annual report for 2022 analyses the trend to legalise the non-medical use of cannabis. INCB highlights that this contravenes the drug control conventions, which limit drug use to medical and scientific purposes. The Report reviews the functioning of the international drug control system, and notes, inter alia, the Board's concern about the surge in illicit cocaine production and trafficking.
