Guidelines for the Management of Safe Shelters for GBV survivors in the English and Dutch-speaking Caribbean - A SURVIVOR-CENTERED APPROACH

While there is extensive literature related to setting up of safe shelters in emergencies and in the wider response to gender-based violence (GBV), the UNFPA has identified a lack of actual guidelines on how to establish and administer these shelters and alternative accommodation for survivors of GBV. Consequently, this document has been developed to provide practical guidance for the set up and management of such shelters in the English and Dutch-speaking Caribbean. They are the result of extensive regional desk review, an online survey, and subsequent semi-structured interviews with safe shelter managers from these countries and are meant to be adapted as needed. The guidelines adhere to standards that underpin a survivor-based, human rights, community-based, approach directed to “do no harm”, and that is based on humanitarian principles.
